Move the package and runtime manifests to v13, declare each sensitive task and turn capability as
runtime: exact-request, and pin the formal Protocol and Host implementations. Model and task catalog reads retain their existing unscoped declarations; every sensitive operation is authorized against the Host-materialized provider/CWD or Session target.\n\nValidation: cleannpm ci;npm run check(7/7 tests); ESLint; Stylelint; dprint; diff check.
